Squadron Leader Shishir Kumar Chaturvedi was commissioned in the Indian Air Force in December 1959. He held a number of important appointments including those of Senior Logistics Officer of No. 36 Equipment Depot. In addition, he also commanded an Equipment Depot during its formative stages. He as commended by AOC-in-C Maintenance Command in 1972 and by Chief of Air Staff in 1974 for his outstanding professional skill.

Squadron Leader Shishir Kumar Chaturvedi is presently commanding an Air Store Park. As commanding Officer Squadron Leader Chaturvedi displayed singular drive and high professional acumen in improving the administrative and functional efficiency of the unit. By his persistent endeavour, he was able to start a full fledged Kendriya Vidyalaya from 1 Apr 76 and also got sanction for a permanent Kendriya Vidyalaya in Sep 77. The Unit had practically no facilities for sports. In 1975, a football ground was prepared with the help of local PWD and "Shramdan". This gave a big fillip to the sports activities specially in football. The unit has been annexing the District Football Championship for the last three consecutive years.

Since there was no Senior Admin Officer established at the Unit, all works services had to be planned, processed and progressed by the Commanding Officer himself. During the last two and a half years, works services costing 14 lakhs have been planned and progressed personally by this officer. Considerable quantity of explosive stores had to be moved during the year 1977-78 from and to operating Units. Squadron Leader Chaturvedi accomplished the task of moving huge quantities of explosives with meticulous plan ning without disrupting the normal function of the unit. By his personal endeavour the number of audit objections has been reduced by more than half-from 77 in 1975-76 to 31 in 1977-78. Here again he displayed outstanding professional ability, drive and devotion to duty. In recognition of the good administrative performance of the Unit, his unit was awarded the Trophy for the `Best Administered Unit' for the year 1977.

Shishir Kumar Chaturvedi has rendered distinguished service of a high order for which Rashtrapati is pleased to award his Vishisht Seva Medal.

Wing Commander Ranbir Singh Chauhan (6965) Logistics was commissioned in Jan 63. He is an outstanding sportsman and was specially selected to undergo training in National Institute of Sports, Patiala. He has rendered distinguished service in all the Command and Staff Appointments held by him.

He was in Command of An Air Stores Park from 30 Dec 82 to 08 Mar 85. ASP has an extremely vital role to play in providing the Lgs Support to operational units in the Western and Southwestern theaters. Normally, it deals mainly with aircraft spares and Automatic Replenishment System items. During the tenure of Wg Cdr RS Chauhan the workload of ASP multiplied many times. With the introduction of revised clothing policy, with most of the supplies being located in the North, Air Headquarters decided to use the ASP virtually as a clothing depot for receiving urgently required consignments and distributing them to the units all over the Air Force in order to ensure timely kitting of airmen. Due to shortage of storage accommodation Wg Cdr RS Chauhan had to devise his own methods for ensuring the fastest turnover since he was in no position to store the clothing items for any length of time. This task involved meticulous planning and long working hours for the ASP. It is to his credit of this officer that he motivated his men to rise to the occasion and comp leted all the extra tasks assigned to him.

He is a dynamic leader and has a great sense of responsibility. It was due to his leadership, zeal, devotion and total com mitment to the tasks in hand that the ASP, under his Command, was able to bag the Best Equipment Depot/Air Store Park Trophy for the first time.

For his distinguished service of a high order, his devotion to duty and loyalty to service, the President is pleased to award the Vishisht Seva Medal to Wing Commander Ranbir Singh Chauhan.

Group Captain Ramesh Chander commanded an Air Stores Park from August, 1981 to 12 Jan 86.

During his tenure as commanding Officer, he totally identified himself with the needs and requirements of his unit and was able to forge a very close-knit team of officers and men. Under his leadership, the unit recorded growth both in terms of well-designed and well-executed physical assets such as office and domestic accommodation and achievement of all targets set by HQ Maintenance Command in the filed of administration and logistics. So well did the unit perform that in the year 1984 it was awarded the Best Administered Unit Trophy.

The capability of this officer in handling unforeseen situations were also tested many a time during this period. In August/September, 1984, when Delhi and its surrounding areas were in the grip of communal disturbances, the ASP was called upon to assist the civil authority in Gurgaon. A large number of exservicemen living in Gurgaon area also had to be sheltered from violence. Group Captain Ramesh Chander carried out both these sensitive tasks with rare courage tack, sympathy and foresight.

In 1985, the Park was called upon to position explosives at Pune at a very short notice. The task involved meticulous planning in arranging transportation, extreme caution and quick execution. Under the leadership of this officer, the unit again rose to the occasion and completed the task within the stipulated period.

In recognition of his professional competence, ingenuity in planning, exemplary leadership and dedication to duty, the President is pleased to award Vishisht Seva Medal to Group Captain Ramesh Chander.

Group Captain Praduman Singh (14513) Lgs was commissioned on 16 Jun 76 in the Logistics Branch of IAF. In 30 years of distinguished service he has held field and staff appointments that include Senior Logistics Officer at two Fighter Wings, computerized AOG Monitoring system at Air HQs, JD Eng Jaguar at Air HQ, CLMO SWAC, and PD Prov at Air HQs in the new AOL concept.

Group Captain Praduman Singh has been on the posted strength of an Air Storage Park (ASP) since 29 Aug 05. On taking over as JD Eng Jaguar (Q) in Aug 2000, the officer was assigned the task of improving the low aircraft serviceability by streamlining Jaguar aircraft spare provisioning and procurement system and make the AOG spares quickly available. He streamlined the system to procure AOG spares on fast track through Air Attaché London and critical spares from HAL out of their stock reserved for production of aircraft which reflected in considerable improvement in Jaguar fleet serviceability. He undertook the task of sale and transfer of spare valued at 16.82 Crores to HAL from an Equipment Depot in 2001. These spares which were held as non moving with IAF since inception of Jaguar aircraft in 1978-80 were gainfully utilized towards manufacture of 17 twin seater aircraft by HAL.

In the ACAS (Lgs) sub branch during 1999-2000 the issue that was resolved with his deep involvement includes vacation of Supreme Court ruling on Dunlop Calcutta Factory resulting in release and collection of much needed aircraft tyres on AOG for MiG21, AN-32 and other fleet of aircraft. In the present appointment of Commanding Officer, ASP which is a sensitive explosive depot in Delhi area, the officer commanded the Station exceptionally well by focusing and showing quality improvement in three areas viz. functional efficiency, security and morale of the Station. The salient highlight of his achievement are vacation of stay order from District Court Gurgaon and regaining control of Air Force land in use by private nursery owners, procurement of mechanical sweeping equipment thereby reducing manual efforts by 75% for cleaning of large explosive store houses, system of timely preventive maintenance of building by MES, sanction and start of construction of 10 WWR new explosives sheds and issue of NOC by MoD for construction of HUDA Golf Course on restricted belt of 900 meters around ammunition depot to resolve the long outstanding issue of unauthorized constructions around explosive perimeter fencing.

For distinguished service of high order, Hon'ble President is pleased to award Vishisht Seva Medal1 to Group Captain Praduman Singh.
